Thursday, July 14, 2022 Unification Church linked to Abe’s death, sounds alarm in China over cult group’s infiltration

What is the Unification Church and could it be linked to former Japanese prime minister Shinzo Abe’s assassination?

 The curtains have come down on former Japanese Prime Minister Shinzo Abe after the sobering end of his funeral. But the cloud of suspicion surrounding his assassination still looms large in the minds of many around the world. Sentiments of shock continue to be expressed at the fact that Japan's worst political assassination since World War II is related to a cult.

On July 8, Abe was fatally shot while addressing a crowd at a campaign stop in Nara by a 41-year-old man identified as Tetsuya Yamagami, who confessed to the police that he "did not resent Abe's political beliefs," but that his resentment toward the Family Federation for World Peace and Unification, known as the Unification Church, a religious movement founded in South Korea, turned into a desire to kill the former national leader.

Yamagami believed Abe had promoted a religious group to which his mother made a "huge donation," Kyodo news agency has said, citing investigative sources. His mother subsequently went bankrupt.

The police investigation into the assassination prompted the head of the Japanese branch of the Unification Church to confirm on July 11 that Yamagami's mother is a member.

Looking back on the history of the Unification Church, people have seen the specter of an extremist religious group looming over the political arena of Japan, South Korea, and even the US.

In the mid-1960s, Abe's maternal grandfather and former Japanese Prime Minister, Nobusuke Kishi, would never have imagined that his association with Sun Myung Moon, the founder of the Unification Church, would sow the seed that eventually led to the death of his grandson.

Expansion of a cult

Moon founded the Unification Church in South Korea in 1954. Within a year, about 30 church centers had sprung up. Moon began organizing the Unification Church on a large scale in the US in the early 1970s. He also sent his church emissaries to Japan in the early days when the Unification Church developed fast. He settled in the US in 1972.

One of the activities that the Unification Church likes to practice is Tetsuya Yamagami. Moon claimed that he can complete the unfulfilled task of Jesus: To restore humankind to a state of perfection by producing sinless children, and by blessing couples who would produce them. According to media reports, thousands of couples often attended such mass weddings. But those couples would only meet each other weeks prior and they went into marriage based on Moon's arrangement. Many had to remain separated for several years doing church work.

At the same time, Moon was particularly interested in politics. Church leaders plotted a strategy to defend former US President Richard M. Nixon for his role in the Watergate crisis and held rallies in support of him. In the late 1970s, Moon was embroiled in many scandals and was under investigation by US federal authorities mainly over allegations that he has ties to South Korean intelligence and was involved in bribing members of Congress to support President Park Chung-hee, according to a New York Times report.

Moon liked to court world leaders and politicians to advance the Unification Church and sometimes he behaved quite oddly.

Moon, who spoke fluent Japanese, launched an anti-communist group in Japan in the late 1960s, the International Federation for Victory Over Communism, and built relations with Japanese politicians, according to the church's publications, Reuters reported.

Nobusuke Kishi, Abe's maternal grandfather and a former prime minister, was an honorary executive chair at a group banquet hosted by Moon, the International Federation for Victory Over Communism said on its website.

In 2004, Moon had himself crowned "humanity's savior" in front of members of Congress at a Capitol Hill luncheon, read the New York Times report.

Prominent people including the US president were paid to appear at Moon-linked conferences. "The first President George Bush did so after he left office. Others, like former President Gerald R. Ford, Bill Cosby, Mikhail S. Gorbachev, and Jack Kemp, attended banquets and gatherings, sometimes saying later that they had not known of a connection between Moon and the organizations that invited them," said the New York Times report.

The Unification Church has a long history of courting Republican officials as part of a propaganda campaign, according to media outlet The Independent. In September 2021, former US President Donald Trump appeared in a virtual address linked to the Unification Church. He praised the founders of the Unification Church. Abe also participated in the same event.

The Financial Times reported that for decades, close ties between the Unification Church in Japan and prominent figures in the governing Liberal Democratic Party have been an open secret in Japanese politics.

"The Unification Church has a strong capacity for brainwashing with propaganda and external expansion. Through the establishment of personal worship and an emphasis on donations for purposes of enrichment, meddling in private property distribution and marriage autonomy of the congregation, the group has garnered a loyal following," an Beijing-based expert on Japan studies surname Zhou told the Global Times.

On the other hand, Zhou pointed out that, through generous political cash and mutual exploitation, the Unification Church has gradually gained a strong foothold in East Asia and the world.

Along with the expansion of the Unification Church was the growth of Moon's business empire. He was involved in many industries in South Korea and also had various commercial interests in Japan. Right-wing nationalist donors in Japan were said to be an important financial source. In the US, he had business interests in a range of fields including jewelry and construction, and bought properties including the New Yorker Hotel in Midtown Manhattan.

"In addition to spreading extremist ideas, the Unification Church also has a strong sense of modern business management, operating the religious group as a company, investing and expanding extensively in industry, finance, culture, education, media, and other industries, providing the basis for a 'virtuous' cycle of development for the expansion of its extremist ideology and political infiltration," Zhou said.

The church has about 600,000 members in Japan, out of 10 million globally, Reuters reported.

Conservative tone

During the Cold War, the Unification Church movement was criticized by the mainstream media for its anti-Communist activism.

In 2010, Moon bought the US-based media publication the Washington Times into the New World Communications, an international media conglomerate similar to Rupert Murdoch's News Corporation, which owns Fox News. The conglomerate was directly affiliated with Moon's Unification Church, the US News reported.

The newspaper often plays up claims that the Chinese mainland will "invade" the island of Taiwan, for example, citing US officials who accuse the Chinese military of posing an "acute threat" to the island

The New York Times reported that Moon acknowledged that in the two decades since the founding of The Washington Times in 1982, he pumped in more than $1 billion in subsidies to keep it going.

In 2002, during the 20th anniversary party for the Washington Times, Moon said, "The Washington Times will become the instrument in spreading the truth about God to the world," the Washington Post reported in 2009.

Unification is a political concept, and the Unification Church, which uses this concept as its name, has always been a heretical religious organization with distinct political positions and intentions, Zhou noted.

Alarm bells

The cultist elements behind the Abe assassination have set off alarms in China, which has maintained a zero-tolerance attitude toward cults through various efforts.

The Unification Church has been classified as a cult since the 1990s in China. In May 1997, the Ministry of Public Security listed the Unification church as a cultic organization, according to chinafxj.com, a website promoting China's anti-cult policies under the State Council.

The chinafxj.com website states that the Unification Church has been infiltrating China since as early as the country's Reform and Opening-up in 1978 in the name of investment, sponsorship, and tourism, in a bid to take root in China and expand its influence.

In recent years, the cult's infiltration efforts have become more active in China. Its affiliated organization "International Education Foundation," for instance, carried out penetration activities in some cities in the name of cultural exchange and educational cooperation. The church also set up branches secretly in Beijing, Tianjin, Guangzhou, Shenyang, Xi'an, and other major cities to carry out illegal missionary activities. Sunmoon University also tried to absorb Chinese believers via cooperation with China's universities, said the website.

Currently in China, the Unification Church is among the list of 18 defined cultist organizations masquerading as Christian churches, according to chinafxj.com.

The cults share similar traits and modes of operation, such as deifying leaders or founders, promoting inhumane, antisocial, and immoral theories, and inciting the public to confront the larger society, Yan Kejia, director of the Shanghai Academy of Social Sciences' Institute of Religious Studies, told the Global Times. "The cults could easily confuse the public by taking advantage of religious beliefs and feudal superstition."

China has been cracking down on cults, especially since the late 1990s, Yan noted. "The efforts have been greatly beneficial. The campaigns against cults are widely understood and supported by the public and have brought a breath of fresh air to the society."

"The Abe incident proved that governments should pay great attention to issues surrounding cultic activities. It also reminds China that the work to fight cults should be consistently enhanced," he said.

India's foolish crush on Japan

Can Modi's reverence for all things Japanese produce the right blueprint for the nation's future?

But those who Look East for Asian Values now seek out China rather than Japan!

Narendra Modi, India’s new prime minister, visited Japan twice during his long decade of ostracism by the West. He is one of only three people that Shinzo Abe follows on Twitter. Commentators have hailed Modi as "India’s Abe" because he seems as determined as the Japanese prime minister to boost national self-esteem through economic growth..

Japanese direct investment in India is rising; it may even help realize Modi’s grand, Japan-inspired vision of "smart cities" and bullet trains across India. But Modi has deeper reasons for bringing to his first major bilateral visit the intense ardor of a pilgrim approaching an ancient shrine..

Since the 19th century, Hindu nationalists have venerated Japan as the paradigmatic Asian society that preserves its traditional virtues while also developing industrial and military strength and inculcating patriotism among its citizens. Swami Vivekananda, an iconic Hindu thinker of the 19th century (also the only writer Modi seems to have extensively read) claimed after a visit that "if all our rich and educated men once go and see Japan, their eyes will be opened.".

Evidently, the Japanese had "taken everything from the Europeans, but they remain Japanese all the same" while in India, "the terrible mania of becoming Westernised has seized upon us like a plague.".

Modi ably channels Vivekananda in his praise for the Japanese traits of self-sacrificing nationalism. And he has not evolved a "Look East" policy just because U.K. and U.S. officials refused to meet with him and the U.S. denied him a visa after communal riots on his watch as chief minister of the state of Gujarat claimed more than 1,000 lives. Note that U.K. officials did not deny Modi a visa after the 2002 Gujarat riots. Modi seems sincere in his invocation of what Asia’s three outspoken leaders of the 1980s -- Singapore’s Lee Kuan Yew, Malaysia’s Mahathir Mohamad and Japan’s Shintaro Ishihara -- called "Asian Values.".

Lee typically argued that the only antidote to "the disruptive individualism of Western liberalism" was renewed stress on "individual subordination to the community." This coincides perfectly with the values cherished by the Rashtriya Swayamsevak Sangh (Modi’s ideological guide, and the parent outfit of Hindu nationalism). Not surprisingly, Modi’s recent Independence Day speech, which was widely hailed as "forward-looking and modern" was also, as the columnist Shekhar Gupta pointed out, "pure RSS" in its emphasis on "family values, morality, cleanliness, discipline and patriotism.".

But can Modi’s old-fashioned reverence for all things Japanese, from the tea ceremony to nuclear plants, produce the right blueprint for India’s future? After all, Japan today offers less instruction in world-conquering industrial growth and innovation than in the admirable art of "bending adversity" -- the title of a superb new book on Japan by David Pilling that Modi might find more up-to-date than Vivekananda’s musings..

The Japanese state’s striking early example of fostering internationally competitive local industries was closely followed by countries such as South Korea and Taiwan. Leaders of Malaysia and Indonesia eagerly sought Japanese investment in their economies, primarily to diversify their industrial bases..

The most avid of these Asian Japanophiles was Mahathir, the long-lasting prime minister of Malaysia and unabashed exponent of majoritarian nationalism. His own "Look East" policy was grounded in economic relations with Japan as well as racial and civilizational assertions of difference, and included an explicit anti-Western posture..

For a while, everything seemed to be going well. Then, in the 1990s the limits of Japanese developmentalism were exposed by the new age of globalization. So much of the Japanese economic miracle had been contingent on U.S. willingness during the Cold War to open its own markets to Japanese manufacturers while turning a blind eye to Japan’s blatantly protectionist trade policies and restrictions on capital movement..

Japan’s comparative advantage couldn’t last, and it didn't. The Asian financial crisis then went on to expose, among other things, the dangerous overreliance on foreign investment of countries like Malaysia. We haven’t heard much about Asian Values since then; those who Look East now seek out China rather than Japan..

Canceling talks with Pakistan, or rejecting the World Trade Organization deal reached at Bali, Modi could be projecting the India that can say no: He is more India’s Mahathir than India’s Abe. But it is hard not to suspect anachronism and naivete in Modi’s plan to model India’s economy on Japan’s postwar achievements of technical innovation and labor-intensive manufacturing..

The export-oriented economies of Japan and its Asian clients achieved their highest growth when most Chinese were still wearing drab Mao suits. The spirit of innovation long ago shifted from Sony to Apple; and Abenomics, the engine of a fresh national ascent to glory and power, is now running on empty..

Even Mahathir now thinks Japan made too many irrevocable mistakes, and has switched his affections to the Korea of Samsung and Hyundai. Arriving in Japan, Modi will no doubt find some good deals for India. But he will also find the beloved old shrine of Hindu nationalists deserted, the faithful long gone in search of other gods. .

Japan reopens China's wounds: Sea of Change in pacific policy; Japan's wars and Potsdam Declaration still relevant

Japan reopens China's wounds

Few wounds take so long to heal. But the defeat in the Sino-Japanese War of 1894-95, which broke out 120 years ago today, remains an open wound in Chinese national psyche.

Not because it hurt us too badly. The subsequent unequal Treaty of Shimonoseki, fittingly portrayed as "humiliating the country and forfeiting its sovereignty", has since been a hallmark of national shame. But the Japanese imposed on us greater shame and sufferings in the decades that followed.

Nor because we are a nation of grudge-holders. We have befriended posterity of Western intruders responsible for our nation's humiliating past, and are forming partnerships with them. Even to Japan, our worst enemy in history, our leaders always reiterate the wish to let friendship "last from generation to generation".

But because the same old ghost of expansionist Japan is lurking next door, causing a contagious sense of insecurity throughout the region.

We cannot afford to not be vigilant, because Shinzo Abe's Japan is strikingly similar to the Japan of 120 years ago. International concerns about the likelihood of history repeating itself in Northeast Asia are not groundless. Because, like in 1894, Japan is again aspiring for "greatness" through expanding its overseas military presence. And its foremost target is, again, China.

It is dangerous to underestimate Japan as a security threat. Which it was, and still is.

The Japanese prime minister's rhetoric about peace may be engaging. But never forget Japan's extreme duality. Its wars of aggression have always been launched in the mode of surprise attacks while waving the banner of peace.

In 1871, Japan signed the Sino-Japanese Friendship and Trade Treaty with rulers of China's Qing Dynasty (1644-1911), which promises mutual respect for and non-violation of each other's territories. Hardly had the ink on that document dried when the Japanese began invading Ryukyu, then a Chinese tributary. The Ryukyu kingdom was finally annexed in 1879 and renamed Okinawa.

On Japan's agenda of overseas expansion, the 1894 surprise attack against China was a carefully plotted advance to control Korea before slicing China. But the Japanese government eulogized its acts of aggression as those of benevolence aimed at "preserving the overall peace of East Asia" against "barbarians and semi-barbarians".

The more devastating Japanese war of aggression, embarked in 1931, was also waged in the name of peace, under the pretext of building an "East Asia sphere of common prosperity".

Even today, Japanese politicians call it a war of "liberation from white colonialism", even "enlightenment".

In amazing similarity, present-day Japan is flexing its military muscles overseas in the name of proactive peace. Also like in the run-up to the year of 1894, with peace on lips, Abe is waging a propaganda war against China, framing us as a threat.

This country has suffered enough from its one-sided wish for peace, and poor preparedness for worst scenarios.

Now is time for a break.

Sea of change in pacifist policy

Japan may have crossed a rubicon as it will only be a matter of time before it acts like a ‘normal’ country where troop deployment is concerned.

ON July 1, the Cabinet of Shinzo Abe decided that Japan would no longer abide by the policy of not engaging in collective self-defence.

This may appear innocuous but to those conversant with Japanese defence policy since World War II (WWII) this could amount to a sea of change.

The Americans, in an attempt to prevent a remilitarised Japan after WWII, imposed on it a constitution which contains Article 9, an article probably found in no other constitution. It states that Japan renounces war as a sovereign right of a nation and cannot resort to force, or the threat of the use of force, to settle international disputes.

The defence of Japan was guaranteed by the United States in a security agreement signed with Japan after the American occupation. Nevertheless, the United States also insisted that Japan take some steps to defend itself.

Thus, Article 9 was not interpreted literally by subsequent governments as excluding Japan from establishing a Self-Defence Force (SDF), but it could not be allowed to participate in collective self-defence. Japan could not send its military force to help any country, however friendly, except for humanitarian purposes.

This approach, perhaps unexpectedly, worked brilliantly for Japan.

Freed of the need to build a large military establishment, Japan devoted its energies to economic development and built what was until recently the second largest economy in the world.

But as the United States began to realise that Japan was the greatest beneficiary of this approach, it applied pressure on Japan to give up this “free ride”, and start deploying troops overseas, especially to aid American military expeditions. The Japanese resisted.

They argued that the SDF could be sent overseas for humanitarian purposes but not for combat as this would involve Japan in collective self-defence, even if only to aid Japan’s crucial ally, the United States. Article 9, as then interpreted, would be violated.

But the Japanese could not resist US pressure for long. Since then the Japanese have sent Japanese vessels to supply fuel for US ships to attack Afghanistan, and troops to Iraq in the war against Saddam Hussein.

But though these troops were placed in combat situations, their presence was justified, however contrived, for humanitarian reasons. They were not there for the purpose of collective self-defence!

This has now changed with the recent Cabinet decision. Despite assurances from the Abe Cabinet that Japan will only use troops after all means have been exhausted, henceforth it can send troops not only to help US forces if attacked but also to the defence of any other country that it might feel an obligation to. Japan may have crossed a rubicon as it will only be a matter of time before it acts like a “normal” country where troop deployment is concerned.

China and South Korea are against it. They fear that this could lead to the remilitarisation of Japan as they believe Japan has not sufficiently come to terms with its past of aggression against Asia.

Many South-East Asian nations, on the other hand, have been impressed by Japan’s peace diplomacy since WWII, and may be less inclined to believe the Japanese will remilitarise. Even though many South-East Asians, particularly those of Chinese descent, suffered from Japanese atrocities, they are more ambivalent about the Japanese war record.

The Japanese occupation in South-East Asia was a military one and lasted only about three-and-a-half years. Compare this to Korea, which was colonised by Japan from 1910 to 1945, when Korean cultural identity was subjected to an eradication campaign by the Japanese colonisers.

Or the Chinese, who since the Sino- Japanese war of 1895 had suffered almost half a century of Japanese threats, colonisation (Manchuria in 1931) and invasion (from 1937-1945.) Memories of Japanese atrocities such as the Nanjing Massacre are still vivid in their minds.

South-East Asians are concerned that the history issue, whatever the merits of the case, will continue to prevent reconciliation between Japan and Northeast Asia, in particular China.

Sino-Japanese relations will not stabilise unless that issue is resolved. This will not be good for South-East Asia, given the profound economic and geopolitical impact these two countries have on the region.

There is also some reason for unease in the manner in which Abe implemented the change. Over a matter of such importance, the Abe government should have gone through the procedure of amending or abolishing Article 9 of the constitution, instead of resorting to the tactic of changing governmental interpretation.

It is true that this will be difficult, given that a recent poll shows 56% of the Japanese population are against the Abe move. (A constitutional change needs a two-thirds majority in both houses and a majority in a national referendum.) Nevertheless, it is the task of Abe and his people to convince the Japanese people of the necessity of the constitutional change. If the Japanese people are unconvinced, then Abe should leave things be.

More concerning is that this normalisation is accompanied by a nationalist agenda of visits to the Yasukuni shrine by Japanese legislators and indeed by Abe himself, and by other actions that suggest Japan did no wrong in the war.

Japanese nationalists like Abe argue that they are only praying for the souls of the deceased when they visit the Yasukuni shrine, and they have no wish to resurrect the past.

But there are other aspects of the nationalist agenda the Abe people are pushing which may survive. One is the introduction of patriotic education, that can have a long-lasting effect on the Japanese population.

It can be argued that the Abe move to make Japan a normal country should be welcome. Japan is a large country with a population of around 120 million.

Moreover, it has the third largest economy, and is technologically one of the most advanced in the world. It has also convincingly demonstrated a record of more than 60 years of peaceful diplomacy.

At the same time, many Japanese, particularly the younger generation, no longer want to carry on with the mentality of a defeated nation so long after the war. Nevertheless, it is a pity that their government has to pursue the normalisation of Japan while at the same time pushing a nationalist agenda.

First Japan war’s lessons remain relevant

Today is the 120th anniversary of the eruption of the First Sino-Japanese War (1894-95). The war is generally viewed as a turning point in modern Chinese history. The illusion of a strong navy of the then-Qing government and limited hopes brought by the Self-Strengthening Movement ended with the war's coming. China not only lost to the West, but also was defeated by an East Asian country—Japan. China's long-held sense of superiority came to an abrupt end.

The complete defeat in the war, and cession of territories and indemnities brought with it, caused Chinese society to realize that only reform could reverse China's backwardness. Yet all reform measures failed to save the Qing regime.

The war also completely remade East Asian geopolitics, with Japan assuming a role as the leading country in the region. Only in recent years has this arrangement changed to some extent.

Drawing lessons from the war is not an easy job. Neither China nor Japan has set an example in this. China was convulsed by half a century of war and other disturbances following its defeat, before it gradually found its path forward. Japan became increasingly self-centered and paranoid due to its victory in the war and began to follow an expansionist path. It would only begin to restrain itself following its defeat by other world powers in the World War II.

China's experiences during the past 120 years are fodder for significant reflection. China and Japan once again find themselves in a confrontational stance. How should we look at China's geopolitical status, both then and now? What's the most significant lesson for us? There has been much discussion throughout China on this subject, but no consensus has yet been reached.

Will China find itself in a new war, similar to the one 120 years ago? History will not repeat itself, but China still face a number of uncertainties. What are these uncertainties? From where can the Chinese people derive our strategic confidence?

It is naïve to compare the historical context of the First Sino-Japanese War or World War I with China's current circumstances. Both international politics and China's internal social structure have experienced profound changes.

China is rising, even as there are many factors countervailing this process, both internal and external. The momentum of China's development has empowered the country, while at the same time exposing problems. Opinions remain divided as to whether Chinese society as a whole can bear the pressure.

There are those who would compare the Sino-Japanese relationship of 120 years ago with today. It is a confusing comparison. China 120 years ago lacked national strength, social unity, and effective government. It proved unable to reform itself in the face of serious setbacks.

China's task of reform was thrown into sharp relief following the First Sino-Japanese War. Even now, the country must continue to push reforms, and curb its social ills.

We should continue to crack down on corruption, and protect the democracy advocated by generations of revolutionaries. All this, however, should not come at the cost of social chaos.

Declaration still relevant

Looking at the Potsdam Declaration 69 years after its release on July 26 in 1945 is of great help in knowing why the Japanese government's attitude toward the war of aggression it launched against China and other Asian countries during World War II matters a great deal to its relations with its neighbors and the situation in East Asia.

Along with Cairo Declaration in 1943, this historical document was the cornerstone of the postwar world order. It was these two documents that established the principles for Japan, one of the culprits for World War II, to redeem itself from the evils of its militarism. And it was by following what both documents stipulated that Japan could realize reconciliation with its neighbors, which had forgiven what its invading troops had done to their peoples with the hope that the island country would behave itself and contribute to the building of a peaceful Asia and peaceful world at large.

However, the declaration was challenged when the Japanese government made the decision to nationalize the Diaoyu Islands in 2012, territory it had grabbed from China with its military aggression. Japan was supposed to return all the territories it had taken from China according to Cairo Declaration, and the Potsdam Declaration requires that the Cairo Declaration must be observed.

By blatantly questioning the international definition of the nature of the war, the legitimacy of the Far East Military Tribunal and even the existence of the "comfort women" Japanese Prime Minister Shinzo Abe is actually trying to overturn what the two declarations had stipulated for Japan's surrender and the establishment of the postwar order.

Abe government's lifting of the ban on its collective self-defense by reinterpreting Article 9 of its postwar pacifist Constitution early this month trod on the toes of its neighbors, as there is no threat to Japan's national security that calls for the possible use of its collective self-defense and for any overseas military action.

All Japan's Asian neighbors can get from what Abe is saying and doing is nothing but increased suspicion about the possibility of the revival of Japan's militarism.

When celebrating the 69th anniversary of the Potsdam Declaration, it is indeed necessary and urgent for China and its Asian neighbors to remind the Abe government that it is leading its country in the wrong direction if it indeed wants its country to become a normal member of the international community.

China Thursday refuted Japanese Prime Minister Shinzo Abe's recent appeal for more transparency in China's military budget, stating that it is Japan that should increase transparency and explain its own military buildup.

"China's defense policy is transparent and has been published in its white papers and on other occasions," foreign ministry spokesman Qin Gang on Thursday told a regular press briefing in response to Abe's speech to the World Economic Forum in Davos, Switzerland, a day earlier.

"We must ... restrain military expansion in Asia, which could otherwise go unchecked," Abe told the annual meeting of global business and political leaders, following his government's custom of not naming China in such references.

In response, Qin urged Japan to explain to Asia and the international community the real purpose of amending its pacifist constitution, which has been in existence since 1947. The Abe government has been trying to revise it so as to greenlight the expansion of Japan's military forces.

In December, Abe's cabinet approved a critical defense policy package comprising new defense program guidelines, a five-year defense buildup plan and the national security strategy. Japan vowed to seek more "proactive" roles for its military forces abroad and to set new guidelines on arms exports, signaling a major shift from its previous restrictive stance.

"Abe tends to depict China as a threat at whatever occasion he attends. His purpose is to worsen Sino-Japan relations and damage China's image in the international community, as well as tear apart economic development in the Asia-Pacific region," Lü Yaodong, a research fellow of Japanese politics at the Chinese Academy of Social Sciences, told the Global Times.

During the Davos speech, Abe also called for dispute resolution through "dialogue and the rule of law, and not through force and coercion."

Qin said that Japan cannot on one hand refuse to admit mistakes and continue to denigrate China, and on the other hand indulge in empty rhetoric to advocate dialogue, as it is the Japanese leader that is shutting the door to dialogue.

Liu Jiangyong, a vice director of the Institute of Modern International Relations at Tsinghua University, said it is inappropriate for Abe to cast blame for political issues at an economic forum.

"Abe is trying to distract people's attention by claiming it is others' fault," Liu told the Global Times.

Abe also defended his visit to the Yasukuni Shrine, saying that the shrine honors the dead of World War I and the 1868 Meiji war, not just war criminals or others who died in World War II.

Chinese Foreign Minister Wang Yi, who is currently attending the international conference on Syria in Montreux, Switzerland, described Abe's argument as futile, which only serves to expose Abe's erroneous perception of history.

Even today, the Yasukuni Shrine still represents the notion that the aggression of Japan in World War II was "just," the Pacific War Japan launched was "self-defense" and the trial at the Far East International Military Tribunal was "illegitimate," as well as honoring 14 Class-A war criminals, Wang noted.

South Korea Thursday also said that it is a complete contradiction to talk about forging friendly ties while continuing visits to the shrine.

Liu said Abe is unlikely to change his stance even though he sensed the pressure and isolation from the international community.

"His explanation reveals that he doesn't think he's wrong and he would do it again," Liu said.

Tensions between China and Japan have been rising since Tokyo announced in September 2012 the "nationalization" of the Diaoyu Islands in the East China Sea.

Chinese air force planes have been regularly patrolling the East China Sea Air Defense Identification Zone (ADIZ), which covers the Diaoyu Islands, air force spokesman Shen Jinke said Thursday.

On a recent patrol, multiple Chinese aircraft were sent to "monitor, identify, track and warn" multiple foreign military planes that had entered the ADIZ, established two months ago, Shen added.

China, Japan open German front in diplomatic war

BEIJING (Jan 25, 2014): One hundred years after the outbreak of World War I, China and Japan are ripping selected pages from Germany's history -- including the Nazi period -- as they seek to demonise each other in their modern-day diplomatic battles.

Beijing's state-controlled media have compared Japanese Prime Minister Shinzo Abe to Adolf Hitler, using shrill rhetoric that analysts say exploits Tokyo's mixed messages about its past aggression in China and elsewhere.

At the same time, they urge him to emulate Germany's post-war contrition for the evils of Nazism.

Abe, for his part, has raised the spectre of 1914, saying at the World Economic Forum in Switzerland that relations between Japan and China resemble those of Britain and Germany as they stumbled towards war.

Tokyo and Beijing are locked in an increasingly acrimonious row over small, uninhabited islands in the East China Sea that Japan controls but China regards as its territory, with their militaries warily eyeing each other.

Commentators have likened China, a rising power, to Germany in the early 20th century and portrayed the islands as Sarajevo, site of the assassination of Archduke Franz Ferdinand that triggered the Great War.

In Davos, Abe pointed out that war broke out in 1914 despite strong economic relations between Germany and Britain.

"I think we are in a similar situation. We don't want an inadvertent conflict arising between these two countries," he told reporters.

China's foreign ministry spokesman Qin Gang roundly rejected the simile Thursday.

"Actually in history China was already a major country in the Tang and Song dynasties (from the seventh to the 13th centuries), so there is no so-called 'China is becoming a major country'," he said.

"There is no need to make an issue of the Britain-Germany relationship."

Hitler's DNA

Chinese officials have lashed out at Abe since his December 26 visit to the hugely controversial Yasukuni shrine, which honours 2.5 million Japanese war dead including 14 senior war criminals described by Qin as "the Nazis of the East".

The shrine is seen in China and South Korea as a symbol of Japan's 20th century military and colonial aggression which saw the country occupy a large swathe of East Asia, often to brutal effect on civilians and prisoners of war.

In what analysts see as crude propaganda, the overseas edition of the Communist Party mouthpiece People's Daily headlined an article "Hitler's DNA in Abe", illustrated with a mock-up of Japan's leader gazing up at the Fuhrer.

The Global Times tabloid, in its English edition, this week carried a cartoon of Japan's national flag with the sun symbol in the centre dripping blood and a swastika imposed.

"You could say it's propaganda," Torsten Weber, an expert in modern East Asian history at the German Institute for Japanese Studies in Tokyo, told AFP.

"It is a way to distort history and it's also a way to distract attention from more pressing problems that, for example, China faces."

Chinese media have also tried to compare Abe unfavourably with how Germany faced up to Nazi atrocities.

The official Xinhua news agency urged him to follow the example of West German chancellor Willy Brandt, who fell to his knees at a monument to victims of the Warsaw Ghetto Uprising -- a brutally crushed 1943 revolt by Jews in the Polish capital facing deportation to the Nazi death camps.

China keeps an eye on Abe as Japan PM seeks to rally support from Asean

 Japanese PM Shinzo Abe BEIJING: The Chinese media kept a close eye on Tokyo as leaders from Asean countries gathered in Japan for the Japan-Asean Summit.

The three-day summit, which marks 40 years of ties between Japan and Asean, was seen as an opportunity for Japanese Prime Minister Shinzo Abe to rally support against China.

In the latest episode of China-Japan feud, China has declared a new air defence identification zone (ADIZ) over the East China Sea, which overlapped the territory claimed by South Korea and Japan.

As expected, Abe brought up the restriction on freedom of flight during the summit in an indirect reference to China’s air defence zone.

A Japanese official reportedly quoted him as telling the Asean leaders that “moves to unilaterally change the status quo, moves to put restrictions on the international aviation order, which is built on freedom of flight, are strong concerns”.

Under the aircraft identification rules which came into effect on Nov 23, all foreign aircraft intending to enter the zone have to report their flight plans to the Chinese authority and adhere to relevant instructions once they enter the zone.

The Chinese officials reserve the rights to adopt defensive emergency measures when aircraft fail to abide by the identification rules or obey the instructions.

State news agency Xinhua said Japan’s inclusion of air zone safety as a key security issue in the summit was a move to “plant a poisonous thorn”.

In a commentary, it said Abe’s frequent visits to nations in the Asean regional bloc in the past one year aimed at roping in the countries to rein in China.

It criticised Japan of using the East China Sea and South China Sea territorial issues to cause chaos and discord within Asean and to undermine the relationship between Asean and its partners.

Global Times was in the opinion that Japan would not succeed in its bid to get Asean to confront China.

“No matter how Tokyo creates waves, it will not gain a strategic advantage over China in South-East Asia.

“No countries will confront China for the sake of a declining Japan. Even the US, Japan’s patron, has to maintain relations with China while keeping its support to Japan,” it wrote.

During the summit, Japan has promised ¥2 trillion (RM62.7bil) of loans and grants to the region over five years. The pledge was interpreted as an attempt to increase its influence.

Tang Chunfeng, an expert on Japanese issues in the Research Institute of the Chinese Commerce Ministry, told the Chinese version of Global Times that Asean countries viewed Japan as the “God of Prosperity” who is willing to give them money.

“They are reluctant to offend Japan, but at the same time, they will not let China bear a grudge against them. They are only using Japan.”

Tsinghua University’s Institute of Modern International Relations deputy director Liu Yongjiang added that Asean would not take sides in this issue.

“Most Asean countries want the region to develop in a stable and peaceful environment, but Japan is constantly causing trouble.

“It will worry the Asean countries and even lead to dissatisfaction,” he said.

Commenting on Abe’s remarks to gather support from the Asean countries, Chinese Foreign Ministry spokesperson Hong Lei said China is aware of the relevant reports.

“We believe that countries should not target a third party or undermine the interests of the third party when developing ties with each other.

“They should instead make efforts to maintain regional peace and stability,” he said in a press conference on Friday, the transcript of which was available on the ministry’s website.

Don't make waves on China's ADIZ

If Tokyo truly seeks a peaceful and secure Asia-Pacific, then it is in its own interests to call off provocative moves over China's establishment of the East China Sea Air Defense Identification Zone (ADIZ).

According to a recent news report, Japanese Prime Minister Shinzo Abe is going to stage again its China-is-to-blame game at the summit of Japan and the Association of Southeast Asian Nations (ASEAN).

It is also reported that Abe seeks to drag the ASEAN members into an agreement to counter Beijing in searching for "maritime and air security."

While, for the record, it is believed that anyone with only half a brain knows that it is Japan who intentionally set the region on fire in the first place.

Following its provocative purchase of China's Diaoyu Islands, Japan has wasted no time in trumpeting up the China-threat theory, and deliberately paints itself a victim of Beijing's development, which is in fact invigorating regional and global economic recovery.

Instead of chilling down the flaring regional tension of its own making and ending the decades-long economic stagnation, the cunning Abe administration has labored to drive wedges between China and its regional partners and neighbors.

Many might wonder why Japan chooses to bury its relations with China half dead over building up mutually beneficial partnership with Beijing, which would mean greater business and trade opportunities?

While, the truth is, Mr. Abe and his government have done their own calculations, but only with a flaw that could backfire.

For decades, an economically-strong Japan has attempted strenuously to return itself to the ranks of a "normal country," and become an influential power by shaking off military expansion yokes forged by the pacifist constitution in the wake of Japan's defeat in the Second World War.

To that end, a number of Japanese administrations have been expanding its military powers, buying votes for a permanent seat on the UN Security Council, and denying its history of aggression.

The smarty-pants right-wing Japanese politicians also believed that their ambitions for the comeback of their hegemonic role in the region would be categorically concealed as long as it can promote China's growth a threat to the US national interests, and safety and security of other regional countries.

In fact, Tokyo has made so big a mistake that its inflammatory moves have already efficiently worried or enraged many of its neighbors. It seems to have forgotten that a constructive relationship with countries around it is the first step toward the final destination of a normal country.

If keep missing that point, Japan, which can never move out of Asia, can now kiss good-bye to its "big dreams."

Against the backdrop of world peace and global integration, China welcomes closer ties between Japan and ASEAN, and Tokyo's active participation in the regional integration process. However, Japan should never jeopardize China's interests and relations with any other third party.

As for China's establishment of ADIZ, it is just, reasonable and complies with international practices, and Beijing's normal growth of national defense capacity does not pose a threat to any country.

Beijing always advocates resolving territorial and maritime disputes through dialogue, yet it will never allow any country to infringe upon its territorial sovereignty.

Therefore, if history is too embarrassed for politicians in Tokyo to face, they should at least face the facts on the ground and start to pursue its national agenda in a rational manner. - Xinhua

Abe targets China at Asean Summit  

 China is expected to top the agenda at this weekend's summit between Japan and the Association of Southeast Asian Nations (ASEAN), as Tokyo seeks a united front against China's newly established Air Defense Identification Zone (ADIZ) and aims to restore its influence in Southeast Asia.

The Japan-ASEAN summit in Tokyo, starting Friday, is held to commemorate Japan's 40-year ties with the group.

It comes after China's setting up of the ADIZ over the East China Sea and amid speculation that a similar zone would be imposed over the South China Sea, where several ASEAN countries are locked in territorial disputes with Beijing.

Japanese Prime Minister Shinzo Abe wasted no time in seeking support from ASEAN countries.

During a meeting with visiting Malaysian Prime Minister Najib Razak on Thursday, Abe reiterated his criticism of China's ADIZ. According to Japan's Kyodo News, Najib expressed his understanding of Japan's protest.

A draft statement for the leaders "stresses the importance of freedom of flight through airspace over the high seas, as recognized by international law," Kyodo reported last week. The document reportedly does not single out China.

"Abe intends to defame China and pile up international censure on Beijing," Gao Hong, a deputy director with the Institute of Japanese Studies at the Chinese Acedemy of Social Sciences, told the Global Times, but noted it is doomed to failure.

Citing the fact that even the US didn't stand up to demand a revoke of the zone as Japan had wished, Gao said it is unimaginable that ASEAN, who have benefited from China's good neighborly diplomacy, would act in accordance with Tokyo's will.

Zhang Yunling, director of the Institute for International Studies under the Chinese Academy of Social Sciences, told the Global Times that while ASEAN is counting on Japan to counterbalance a rising China, they wouldn't accept statements that explicitly criticize Beijing.

Responding to the Japan-ASEAN summit, China's foreign ministry spokesperson Hong Lei on Thursday said that China hopes relevant countries will not target a third party and harm the interests of the third party.

The summit is the second of its kind between Japan and ASEAN. Zhang said, compared to the first summit held in 2003, this year's summit also eyes competing with China over influence in Southeast Asia.

While Japan used to hold a big sway in the region, China has surpassed it in recent years and is ASEAN's largest trade partner.

In a bid to restore Japan's influence, Abe has visited all 10 ASEAN members  since taking office a year ago, bringing a raft of business deals and aid to the region, while pushing for joint action to "maintain regional peace."

Abe plans to announce at the summit this weekend that Japan will extend 320 billion yen ($3.1 billion) worth of aid to boost disaster prevention and cultural exchange with ASEAN, Kyodo reported on Thursday.

On the sidelines of the summit, Cambodia and Japan are expected to sign four deals including defense cooperation and Japanese assistance for Cambodian road and hospital development.

Reuters reported that Japan is also going to pledge a post-typhoon loan to the Philippines of some 10 billion yen.

Hu Lingyuan, a professor with the Center for Japanese Studies at Fudan University, told the Global Times that Southeast Asia is only second to the US in Japan's diplomatic priorities.

"In recent years, Japan has been using territorial disputes in the East China Sea and South China Sea to draw Vietnam and the Philippines to its side. It is also helping the US to lower China's influence in Myanmar," Hu said, noting the aim is to exert political pressure against China and reap economic benefits.

Although dwarfed by China in trade, Japan has more investment in and contributes more aid to ASEAN, Zhang said, noting "therefore ASEAN countries are willing to maintain close ties with Japan and use the rift between Tokyo and Beijing to maximize their own gains."

Would the 3 Japanese wise men invited by China help ties with Japan?

SINCE last month, tensions over the disputed islands in the East China Sea, known as Diaoyu to China and Senkaku to Japan, have noticeably declined, largely as a result of conciliatory words and actions by Japanese political figures visiting China.

The first was by Yukio Hatoyama of the opposition Democratic Party of Japan, who was prime minister in 2009-2010 and who had advocated closer ties with China while in office. Hatoyama took issue with Japan's position of denying that there was a territorial dispute, saying "if you look at history, there is a dispute".

The former leader also visited a memorial in Nanjing honouring those who were killed in 1937 and apologised for "the crimes that Japanese soldiers committed during wartime".

Hatoyama's visit was widely publicised in the Chinese media, which published pictures of him and his wife at the Nanjing Massacre Memorial bowing in silent tribute to the dead.

The normally nationalistic Chinese newspaper Global Times declared editorially: "Hatoyama's words and deeds these days show that in spite of the tough environment, forces which are friendly to China have not disappeared."

Shortly after Hatoyama's departure from China, Natsuo Yamaguchi, leader of the New Komeito Party -- a coalition partner of the ruling Liberal Democratic Party -- arrived in China, carrying with him a letter from Prime Minister Shinzo Abe for Xi Jinping, the new leader of the Communist Party of China.

Yamaguchi was received by Xi on Jan 25, and, aside from passing over the letter from the prime minister, he also suggested that the territorial dispute be shelved for now and to let future generations deal with the issue.

Xi no doubt knew that the Japanese politician was paraphrasing the late Chinese leader Deng Xiaoping who, while visiting Tokyo in 1978, famously said, "Our generation is not wise enough to find common language on this question. Our next generation will certainly be wiser. They will certainly find a solution acceptable to all."

Alas, no solution is yet in sight and the best policy is to put the dispute back on the shelf.

Yamaguchi also suggested a summit meeting between Abe and Xi, and the Chinese leader responded that he would consider it seriously if there was a "proper environment".

Xi also said that China wanted to promote a "strategic relationship of mutual benefit" with Japan.

Soon, a third influential Japanese political figure arrived, another former prime minister, Tomiichi Murayama, whose visit, like the other two, contributed to the establishment of an improved environment.

It was Murayama who, while in power, issued an apology on historical issues that was widely hailed in Asia.

The visits by these three Japanese figures have contributed to a lowering of tensions, making it possible to envisage a thaw in China-Japan relations.

What is significant is that these three men were all invited by Beijing, which of course had a good idea of what they were likely to say and do. That is to say, without denigrating their contributions to the lessening of the impasse, the improved atmosphere of the last few weeks was largely the result of initiatives taken by China.

Japan, too, clearly wants to keep tensions low. Abe has now made it clear that he endorses the Murayama's statement, although there is still some talk of making a new statement "suitable to the 21st century". But there is unlikely to be any backtracking.

It is imperative at this stage that both Japan and China recognise the delicate political environment in the other's country. Each should rein in its own aggressive nationalistic forces.

It is also necessary for each side not to say or do anything that may be humiliating or embarrassing to the other side. Threatening to fire "warning shots", for example, is not helpful.

A lot of damage has been done to China-Japan relations. It will take time for the relationship to heal.

When Abe became prime minister for the first time in 2006, he went to China on his first overseas visit to mend relations damaged during the premiership of Junichiro Koizumi, who insisted on visiting the Yasukuni Shrine each year.

This led to a dramatic improvement in relations, with Premier Wen Jiabao making an "ice-melting" visit to Japan in 2007, followed by a presidential visit by Hu Jintao the following year.

Another China-Japan summit will be indispensable if ties are to be rebuilt.

This, however, cannot take place until the necessary groundwork has been laid. Both sides will have to work hard at this. And flexibility should be the watchword.
